OVERVIEW

The Head of Human Capital HC Strategy & Planning is responsible for planning, organizing, identifying and managing the current and future HC needs of the organisation. Leads the Human Capital function’s activities in order to ensure that the appropriate calibre of staff can be attracted, motivated, engaged and retained to meet the growth and strategic objectives of AMMROC.

Education and Qualifications

Education

  • Bachelor degree in Business Administration or equivalent.
  • Master’s degree in HR or MBA as an added advantage

Qualifications and experience

  • HR related certificates accredited by CIPD /SHRM or equivalent
  • Minimum of 10 -15 years of relevant experience with at least 5-7 years in a leadership role in a similar division and industry.
  • Experience in a military MRO facility is preferred

Key Accountabilities

  • In conjunction with and as required by VP HC and executive management, contributes to the formulation and implementation of HC departmental strategy in line with AMMROC’s vision and mission.
  • Manages the development of the recruitment plans in order to ensure that the required talent and knowledge is recruited for the required positions in a timely and accurate manner, and in compliance to Manpower Plan organizational policies/procedures.
  • Manages the development, maintenance and updating of AMMROC’s recruitment database - which holds CV’s and information on current employees, interviewed candidates, and potential future employees - in order to ensure the fulfilment of future manpower requirements.
  • Leads and manages the implementation of candidate selection methodologies (such as structured interviewing, psychometric testing and other forms of assessment) based on AMMROC’s job requirements / organizational culture in order to enhance the effectiveness of recruitment process.
  • Oversees staff development programs and initiatives that support the organization’s succession plan in order to fill positions as they become vacant and support prevention of any possible disruptions to the business operations as result of sudden loss of talent, which might be caused by death, resignation, or termination of the employee.
  • Leads the identification of high-potential employee, who have the ability to move into key positions within the organization, by assessing their current competencies and characteristics, and making provisions for training and development to build missing competency requirements
  • Assesses the current HC capacity & forecasts the new structure by developing a skills inventory
  • Oversees the development of an optimum organizational structure in accordance with global best practices, in order to ensure alignment of the operating model with the overall organizational strategy and efficiency of people, process and technology within AMMROC.
  • Provides strategic direction on the development of a comprehensive workforce planning strategy which articulates workforce requirements in the form of manpower needed and competencies that should be developed to enable achievement of organizational goals.
  • Enables formulation of the annual manpower acquisition plan in conjunction with the business plan and assist the VP of HC in the effective implementation of it in order to translate the plan into concrete deliverables for the organization.
  • Defines and deploys the Learning & Development plan including all employee learning, management & leadership development
  • Facilitates a robust performance management system and related processes in order to ensure that all individuals in the business know what their accountabilities are and how they are performing against those accountabilities so that overall performance can be optimized and individual performance can be recognized.
  • Ensures all AMMROC employees are informed of and trained in the application of the performance management model in order to maximize its effectiveness.
  • Manages the development and implementation of effective reward policies & procedures, covering financial and non-financial benefits, to ensure that employees are rewarded fairly and equitably.
  • Aligns the HC functions with the business strategy
  • Plans strategies which will serve as a link between HC and the overall strategic plan of AMMROC
  • Involved in Restructuring strategies: reducing staff (termination or attrition) re-grouping tasks, reorganizing work units
  • Recommends the HC budget, and monitor financial performance versus the budget so that the business is aware of forecasted costs and revenues; areas of underperformance are identified and opportunities to improve performance are capitalised upon.
  • Manages department’s staff and teams by overseeing their performance management, recruitment, learning and development to ensure high levels of engagement and competence.
  • Participates in the identification, sourcing, evaluation, negotiation, and selection of HC service providers - in coordination with the VP of HC in order to facilitate selection of services in accordance with defined standards and procedures, ensuring optimum protection of AMMROC’s business interests.
  • As and when requested, identifies the list of external consultants eligible to provide the relevant services and work with the Procurement team to issue RFP/tenders are distributed as per AMMROC’s requirements and policy.
  • Conducts technical and financial analysis of the HC proposals submitted by the vendors along with the relevant stakeholders to ensure the scope of work addresses AMMROC’s requirements.
  • Oversees the work of external consultants on an ongoing basis and throughout the life cycle of the projects to ensure that AMMROC optimizes external support and generates a high return on investment from consultancy services.
  • Contributes to the development and implementation of the Emiratization strategy and plans to ensure meeting the Emiratization targets through the Nationalization programs (ex. CDP, Sponsorship, Masar, Scholarship programs) ensuring adequate development opportunities are afforded to employees enabling AMMROC to achieve its goals and develop its brand as an employer of choice.
  • Recommends improvements to departmental policy and directs the implementation of procedures and controls covering all areas off HC Operations so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
  • Supervises the preparation of timely and accurate departmental statements and reports pertaining to HC Strategy & Planning section to meet AMMROC’s and departmental requirements, policies and standards.
