OVERVIEW

The Contract Engineer is responsible for developing and managing contracts and long-term agreements with suppliers / Client and facilitates tendering of key internal and external projects for ADSB.

Education and Qualifications

Minimum Qualifications:

  • Bachelor’s Degree in Engineering or any equivalent qualification.

 

Minimum Experience:

  • A minimum of 5 years of experience in contract management activities and/or supply chain operations in shipyards and or navy

  • Knowledge of contracting concepts
  • Strong knowledge of standard contracts terms and conditions
  • Deep knowledge of supply chain processes
  • Understanding of supply chain management and logistics concepts
  • Knowledge in sourcing, RFQ and RFP preparation, negotiation, cost and pricing analysis, and evaluation skills
  • Knowledge of commercial terms (T & Cs, LOCs, INCOTERMS, Euro-norms)
  • Excellent negotiation skills
  • Strong written and verbal communication skills
  • Problem solving and contractual dispute handling.

Key Accountabilities

Contract Development

  • Drafts, evaluates, negotiates, and executes contracts and agreements with suppliers / Clients
  • Serves as the point of contact for Purchasing team on contractual matters
  • Engages relevant stakeholders in negotiations & decisions involving Legal when needed
  • Ensures that contract Terms and Conditions are in line with the Head Contract and prepares risk assessment in case of any deviation on the same in co-ordination with Project team.

Contract Management

  • Reviews contractual performance of suppliers and OEMs to ensure compliance with terms and conditions.
  • Establishes subcontracts for NSB / SBC projects that have been awarded based on the procurement strategy established for the project.
  • Establishes long term agreements for assigned categories.
  • Maintains contractual records and documentation related to contracts such as contract correspondence
  • Ensures internal customers understand ADSB responsibilities to suppliers during the performance of contracted work and services
  • Ensures contract extension and renewal are in compliance with ADSB procedures as intimated by the Contract Assistant.
  • Updates Contract Assistant about the new contracts issued and ensures database has been updated
  • Tracks variances or deviations in contract performance and takes corrective action to minimize such variations in coordination with the project team.
  • Manages disputes by avoidance, settlements, negotiation, arbitration, litigation, etc., through effective coordination with concerned parties in order to ensure that the interests of ADSB are protected
  • Coordinates approval of End User Certificates with the support of the Contract assistant (EUCs)

Project Tendering

  • Coordinates with relevant stakeholders on project requirements in terms of scope, timeline and estimated budget
  • Develops RFP documents and reviews it with relevant stakeholders.
  • Identifies potential bidders and floats RFP accordingly
  • Leads the technical and commercial bid opening with the support of Contract Assistant.
  • Leads tendering clarification sessions
  • Performs technical and commercial envelope opening and evaluation
  • Negotiates the commercial terms

Quality, Health, Safety and Environment

  • Ensures compliance with all relevant quality, health, safety and environmental management procedures, standards, controls and systems across manufacturing / resource management activities to guarantee employee health and safety, compliance with statutory and classification requirements, delivery of high quality work (in line with quality control standards).

Change Management and Quality Assurance

  • Manages and oversees change through continuous improvement of resource management and quality systems, processes and practices taking into account international leading practices, changes in international standards and in the business environment, and recommend appropriate actions.

Continuous Improvement

  • Motivate self and identifies opportunities for continuous improvement of systems, processes and practices taking into account international leading practices, improvement of business processes, cost reduction and productivity improvement.

Policies, Systems, Processes & Procedures

  • Recommends improvements to departmental policy and manages the implementation of procedures and controls covering all areas of activity so that all relevant procedural requirements are fulfilled while delivering a quality, cost-effective service.

Progress Updates and Reports

  • Prepares departmental reports in a timely and accurate manner to meet ADSB policies and standards, and department requirements
  • Ensures that critical progress updates and findings are reported to ADSB senior management and key program stakeholders so that prompt action is taken to minimize impact on the overall program.
