The HC Business Partner is responsible for managing the effective deployment and implementation of HR strategies, policies and procedures in the assigned cluster, to ensure the provision of best-in-class HR services in line with EDGE’s business objectives. The HC Business Partner anticipates and plans for long-term human capital needs and trends. They are required to liaise with HC CoEs such as OD, Rewards, Policies, Talent Development and Talent Acquisition teams to make appropriate improvements and updates to the Group policies as required for their cluster’s subsidiary entities.

Education and Qualifications


  • BA/ BSc in Business Administration, Human Resource Management or in a closely related field such as economics, business, administration or industrial relations
  • Masters in Human Resources Management or Business Administration is highly recommended
  • Certification in various HR disciplines is preferable (e.g. CIPD, PHR, SPHR, GPHR, etc.)


Qualifications and experience

  • 15-18 years working in a HR environment, at least 5 years of which should be at a senior HR Business Partner level
  • Experience in setting overall HR strategy including organization design, policy development, skills and career paths development
  • Experience in all aspects of recruitment and deployment of staff, with increased focus on senior management and Board Level recruitment
  • Experience in devising and introducing new procedures and processes for newly established companies is desirable

Key Accountabilities

Strategic (EDGE Level):

  • Lead the HR effort in the cluster to implement HR policies, procedures and processes across the cluster and subsidiary entities, consistent with group policies and best practice, in alignment with the HR teams of the subsidiary entities
  • Develop a manpower plan for the cluster in line with the overall manpower plan and in alignment with the subsidiary HR teams and the cluster Chief
  • Oversee the talent development for employees in the cluster in accordance with the HR teams of the subsidiary entities as per the approved talent development policies


  • Develop the cluster HR strategy in coordination with Chief and in line with the overall HC strategy to ensure vertical alignment and horizontal integration with other cluster HC strategies
  • Manage the effective achievement of the Cluster’s objectives through setting individual objectives, managing performance, developing the cluster team and providing formal and informal feedback to maximise overall performance, engagement and motivation
  • Oversee effective implementation of the performance management process in the cluster’s subsidiary entities in coordination with the subsidiary HR teams, to ensure alignment of the subsidiary’s performance to the cluster’s performance and overall EDGE performance
  • Understand the reward philosophy of EDGE and act as an advisor to subsidiary HR teams on operational compensation issues, such as salary adjustment requests, promotional increases and pay for performance programs, to ensure any queries are managed and salaries are administered as per the defined Reward strategy
  • Oversee talent mobility across subsidiaries in the respective cluster and coordinate with Talent Development, to ensure that talent capabilities are adequately utilised across the cluster are that skill sets are effectively utilised in the fulfilment of cluster goals and objectives
  • Oversee proper payroll processing and benefits administration for Cluster in line with group HC policies in alignment with the HC Shared Services
  • Implement HR policies, procedures and ensure cluster adherence to them



  • Lead the development and mentoring of key HR staff

Monitor and evaluate of performance of the cluster team on a regular basis, coach, and provide opportunities for continuous learning and development
